INDIA INNOVATION INDEX -2020

  • Recently, the India Innovation Index 2020 was released by NITI Aayog.
  • The first edition of the index was launched in October 2019 to showcase the government’s initiative to create an innovation-driven economy and the index will help in recognising areas of developmental intervention, with innovation as the central driver for growth.
  • The Innovation Index is divided in to three categories—major states, Union Territories, and hill and North East states.

Amongst the major states:

  • Karnataka topped with a score of 42.5 for the second year running.
  • Maharashtra follows with a score of 38, while Bihar finishes last at 14.5.
  • Four southern states – Karnataka, Tamil Nadu, Telangana and Kerala —occupy the top positions on the index, apart from Maharashtra.

Among Union Territories:

  • Delhi topped the category among Union Territories.
  • Delhi also stood out as the top performer among both states and UTs.
  • Delhi has scored the highest on the index in the country with a score of 6, while Lakshwadeep has the lowest score at 11.7.

Amongst North East and hill states:

  • Himachal Pradesh topped a separate index carved out for ten North East and Hill States followed by Uttarakhand and Manipur.
  • Himachal Pradesh has the highest score of 25.

The framework of the index

  • The framework of the index includes globally considered parameters for measuring innovation, such as the percentage of GDP spent on research and development, while keeping them specific to the Indian economy.
  • The indicators that the survey uses includes the level and quality of education especially in research, number of PhD students, enrolment in engineering and technology, number of highly skilled professionals, investment in R&D, FDI inflows, internet subscribers, knowledge-intensive employment, number of patents and trademark applications filed, business environment, and safety and legal environment, among others.

Who released Global Innovation Index?

Recently, the Global Innovation Index 2020 was released by the World Intellectual Property Organisation (WIPO).

  • India is at the 48thposition in the list of top 50 innovative countries.
  • In 2015, India ranked 81 among 141 countries in the GII. By 2020 it ranked 48 among 131 countries.
  • India also spends only 0.7 per cent of its GDP on R&D, much lower than the top spenders such as Israel (4.95 per cent).

How Are Innovative Economies Measured?

Each year, the index assesses over 200 economies across seven weighted metrics.

  1. R&D Intensity
    Annual research and development spending, as a % of an economy’s gross domestic product (GDP).
  2. Patent Activity
    The number of annual patent and grant filings, and the 3-year average growth of filings abroad and filings growth, as a share of the world’s total patent growth.
  3. Tertiary Efficiency
    The total enrollment in higher education, the share of labor force with advanced education levels, and the share of STEM graduatesand in the labor force.
  4. Manufacturing Value-added
    Manufacturing output levels—contributing to exports—as a % of GDP, and per capita.
  5. Productivity
    GDP and gross national income (GNI) in the working age population, and the 3-year improvement.
  6. High-tech Density
    The volume of domestic, high-tech public companies as a share of the world’s total companies. Examples of high-tech companies include: aerospace and defense, biotech, internet services, and renewable energy.
  7. Researcher Concentration
    Professionals (including postgraduate PhD students) engaged in R&D across the population.

Based on available data of these measures, only 105 countries made the final cut for this year’s edition of the index—below are the 60 most innovative economies scored out of 100 points, and the highlights from that list.
